By default, you must log in with a Microsoft account in order to install Windows 11 or go through the box (OOBE) setup process that triggers the first time you turn on a new laptop or desktop.
This is not idea in a business setting, so here are the steps to bypass this restriction on new machines.
Do not connect to WiFi or a network connection before completing these steps
1) Follow the prompts until you get to the point where the wizard is asking you to pick a country.
2) Hit Shift + FN + F10 to open a command prompt and type OOBE\BypassNRO to disable the Internet Connection Requirement, which will allow you to setup a local account.
The computer will reboot and start the wizard again.
3) Hit Shift + FN + F10 to open a command prompt again and type ipconfig /release to disconnect the Internet Connection if it is still present.
Close the window and continue with the setup.
If you get to a screen saying "Let's connect you to a network", click the "I don't have Internet" and then choose "Continue with limited setup".
Complete the initial setup as usual.
